47 Farmall Cub Compression compression

I have a 47 Cub which I am restoring and have a question regarding compression.
I measure 70 50 60 and 45 # for compression. Little blue smoke on start up and fair pull when I put my hand over the air intake of the carb.
Question is do I need to look at a valve job, or rings and pistons? There is a fair amount of carbon on the piston heads.

well i think its really hard job to restore a tractor after all its not easy to make a machine in working order again after using it for years and years ....basically i don't know much about the question you asked but i think you should have a look at the manual of the tractor!
