1931 Regular In The Final Stages Of Rebuild

I have been working on this regular for months now and have it all back together. there have been some hurdles and some pit falls like now. i am having a time trying to get the thing started. it had a locked up motor for no tellin how many years. had to buy a head and get it rebuilt and put new rings on the pistons after honing the cylinders. i can't get it to turn over i mean literally i can't turn the crank fast enough maybe a half turn. i am thinking the rod bearings are to tight on the crank or the new rings are dragging hard on the cylinders.
