I inherited an 1942 H and have started to clean it up and so forth. I changed oil and filter, bought a new carburetor, changed air intake oil and put new spark plugs in it. It starts right up but goes to full speed, no throttle control. I have to shut it right down cause its screaming. I pulled the cover off the governor compartment, not sure what I am looking at or for but it looks the lever that goes up into that tube to the carb isn't moving at all. The big spring in bottom front goes limp but that lever never changes. Any ideas?
